The problem is many of these jobs have extensive prerequisites, it doesn’t seem like there’s many that would work for someone with a basic military background or limited construction experience.
In the numbers they are mentioning as being needed, there must be some entry level positions available. For anybody without work, willing to do physical labor and willing to learn this could be a good entry into skill sets that could be useful when this type of work moves south.
