If comes down to this stuff - martial law being declared by an usurper and citizens being hunted down - well, I WOULD be armed too. The cocktails would be effective against the phalanx. A 30.06 from a rooftop would be quite effective against their back up. Six 30.06's on six rooftops creating a enfilade crossfire would make short work of the entire group. They'd never even see what hit them. Armed citizens have several advantages in this scenario: numbers, superior knowlege of the environment and surprise.
