This is just a scam. The ethics investigation is getting real close, so he feigns illness to stop all the proceedings, garner sympathy. Eventually he will resign and no further charges will be pursued. He either came up with this plan from consultations with others that were involved with it, or his party leaders have made a deal. He goes and so does the charges. Kind of like when Rick Hendrick, the hugely wealthy care dealer was caught in a massive bribery scandal. In the midst of his trial he comes down with a devastating disease (leukemia I think) Too sick to prosecute, near death. Trial is abandoned, and then he has a miracle recovery.
