The Iranians are sending these al-Quds teams all over the place, but they are either utterly incompetent or are totally compromised. In any case, there must have been a dozen such teams arrested hither and yon, and so far nothing as far as successful terrorist attacks.
I think the most recent before this they sent a bunch of operatives to Turkey, and no fewer than four countries in the region knew about it and notified Washington. Iranian OPSEC sucks.
