The job of a bus monitor is to keep control of the students on the bus and maintain safety of those on the bus.
The bus monitor failed in her duties and should have been fired long ago.
Where did cynical you find a copy of the employment contract she got? She was patsied. They really ought to punish the school administration who wouldn’t empower her as well as the bullies.

Since not one single person in the school system is allowed to touch a mis-behaving kid, tell us, please just EXACTLY what you would have done if you had been the bus monitor?
The driver’s get in trouble if they stop & make the kids sit down until he starts up again.

The kids have been given a free pass with no discipline, IMO.
I rode a bus back & forth to school when I was a kid. We NEVER would have been able to behave like this. We would have still been serving detention-—& I graduated HS over 50 years ago!
