The President can order thousands of FBI files to be brought to the Oval Office to be scoured, copied and used one at a time, for instance, say leak a story about an elected official fathering a child out of wedlock, etc.
The office of the Presidency of the U.S. has more "tools" at their disposal and ruin reputations, marriages, careers and people one thought of as friends, vanish overnight to keep the heat off of them.
