I don’t understand the motivation for this at all.
All I can think of is that Obama wants to really punish Arizona, by letting drug cartels kill/kidnap Arizona citizens.
Another possibility is that when Obama took the oath of office for the first time, he said “I do solemnly swear, that I will execute” and then he paused for about 5 seconds.
He may well have reached the point where the citizenry should ignore him, as should the employees.
Even Napolitano has no more idea of what to do than to run for the hills.
