I hope not because I’m a expat and next year hopefully, won’t have to file another tax return since I will have been out of the country for over a year and have no US salary. I pay taxes to the local government. I don’t want to pay for something that I will have to fly back to the US to use.

Very good question. Medicare can't be used outside of the US, territories, and maybe possessions, so paying for medicare outside of the US is a waste of money. It would be a small consolation if Obamacare had the same pattern.
