The democRATs new talking point. It is the fault of the ATF in Phoenix, Arizona. If the ATF broke the law, holder being the top law enforcement person in the zer0 administration could have brought charges against the ATF Phoenix office. He (holder) did not bring charges. Tells what actually happened (imho) and states why no charges were brought forward.
