In states whose constitution mandates a balanced budget the expanded Medicaid program will drain their treasuries and force cuts in other public services and jobs.

Former Tennessee Gov. Bill Bredesen, a Democrat and Obama supporter, predicted ObamaCare will be a fiscal disaster. He complained that the law was formulated by people “who don't know how health care works in the real world.”

Almost-no-income is more like it. I know a man living on nothing but a $600 monthly pension. In Pennsylvania that means he is too wealthy to qualify for Medicaid. (And no, he has no significant assets, no bank accounts, no life insurance, etc.)
