There’s actually nothing Congress can do.

IMPEACH.

If he has qualms about whether a law is constitutional, he can issue a statement, suspend enforcement, and ask the Supreme Court to review the issue; if they say it's OK then he continues his job of executing that law even if he doesn't like it.
A gratuitous refusal by the chief executive to execute established law, just as a matter of buying votes, and doing so by favoring active criminal behavior and the severe consequences thereof upon an already staggering economy, demands immediate impeachment for a host of reasons.

sure, and that is the ONLY option! and the House may actually pass it.

but how many votes in the Senate do you think we have? We’d need a 2/3 majority.

now you understand why I said there is NOTHING we can do about it?
