If I read this correctly they used a prop head that either resembled or was directly a representation of GWB for the head of Ned Stark? If so, maybe by sheer and unintentional coincidence, they used Bush's likeness for one of the few characters in the books (there are five so far) who was a moral and scrupulously ethical hero. Ned Stark's trust in the truth and his attempt to reveal it, knowing what the cost could be, is what got him killed (that and an evil little adolescent monster and false king named Joffrey - who gets his later on).

The a**hats at HBO may have had a chuckle when they did this but they in fact by accident matched Bush up with the one character in the book I would probably best identify him with. A fine man, far better than his peers and successor, but too damned trusting for his own good.

Wait. That's Ned Stark's head from Season 1?
Hell, like you, I am the opposite of outraged.
The rash, hotheaded creation of the lib army got out of their control and killed the most honorable man. If they wish to liken that honorable man to W, so be it.
