Romney’s father was a US citizen, born to two American citizens living in Mexico. He was never naturalized. He didn’t need to be.

According to this his grandfather was stripped of his Citizenship (something I fond questionable), but also that the nature of his forefather’s stay would nessitate Mexican citizenship.
