FDR was plain enough about his opposition to public employee unions. Simply put he did not want public services of any sort held hostage by striking employees. He remembered, for example, when it had been necessary for the Army to run the railroads during a railway worker strike. And Reagan didn’t put up with PATCO’s stupidity either. I imagine these cops are going to have some ‘splainin’ to do.

PATCO members were explicitly forbidden by law to strike, giving Reagan no choice, he being a rational man and keenly aware of his responsibility in re public safety. I do not know whether gov’t employee unions in general are forbidden to strike, not that that would necessarily restrain them.
