Please describe in detail just how that would work. Congress defunding something all on their own without the President agreeing to it? Also, how to you keep Sebelius from just using her power to and purse to do it?

ugh.. i may be wrong about the ability of congress to cut funding to portions of government without presidential approval...

however... they can, at the very least obstruct his socialist agenda. which is far more than would happen if the socialist happened to be a republican.

To DEFUND something, just don't allocate any funds. Leave the lines out of the allocation.

Can't veto what isn't there.
