No, the main reason George H Bush couldn’t win California today is the same reason even Reagan couldn’t win his home state today either; demographics.
When Bush won California in 1988 the state’s electorate was still overwhelmingly white. Now the state is much less white, and the white population that remains is not all that conservative. If white Californians voted like white Texans, then the GOP would still be a contender for important statewide races.
The fast growing Hispanic and Asian communities in California (and pretty much in every other state) are solidly Democratic, and there is no reason to expect that to change. There’s really no reason to even hope it will change.
California is lost. Since Pete Wilson’s victory in 1994, the GOP hasn’t won a single important statewide race outside of the anomalous Schwarzenegger elections. Since 1994, in the Presidential, Senatorial, and Gubernatorial races, the GOP has put up ‘moderates’ and alleged conservatives, and they’ve all gone down to defeat, even in pro-GOP years like 2010 against the unpopular, horrible Boxer. As I’ve heard others here say, the most we could hope for is if things get so bad that maybe Californians will elect a Republican governor to balance their nutcase legislature, but we can forget carrying the state for POTUS or even electing a decent Senator.
