“citizens of the United States at birth:” is NOT the same as “Natural Born Citizens”.
All NBCs are “citizens of the US at birth” but not all “citizens of the US at birth” are NBCs.
If you do sufficient research you’ll find out that, constitutionally, this is true.

notice you don’t find any mention of one parent must have lived in USA for 5 years after age 14
but that was there in 07
