Back when I was at a university from 1986 to 1996 yes that is the prevailing ideology. Blacks can never be racist even when they act like racists because they don't have any power. Whites are ipso facto racist because they have benefited from racism and have unconsciously absorbed racist attitudes so they might not be racist overtly but subconsciously they are racist.
