No, they havent. They have said various things but never a certified statement of proof of any kind. Besides, if they are willing to provide some kind of sworn statement then they should be able to provide the birth certificate itself.
They are unwilling to provide even a sworn statement because perjury is generally five years in prison, and judges really don't like witnesses telling them lies.
