Does this mean that “white minority children” are now eligible for all those preferences now given to other minorities? Will they be eligible for “affirmative action” programs, CHIP, Head start, etc? Being the cynic that I am I already know the answer, I'm just curious what their hypocritical explanation will be.

Negative; those preferences were established in response to, and to remedy, historical "white privilege" and "oppression." And whites, the left-thinking goes, cannot be on the business end of it. So, no no special consideration for whitey regardless of the demographic breakdown. The rats set up the rules of this game. We're just pawns.
