There is little effort to use the the same system against criminals, bums, leftist agitators, Marxist Occupiers and vandals, as they have no wealth to pay fines.
With Californicate Revenue Agents (cops, if you haven't figured it out by now), it's only about the money.
I agree with you. The average citizen will be tried by a state employee-judge-who is expected to raise revenue and “Fees.” The criminal is in general a favored class.
