It specifically states that when the CI is checked in, they identify them by social security number. This is in section seven of the document. So, they aredealing with US citizens, as foreigners don’t have SS numbers!

7-16. Individual identification photographs are taken of all prisoners. The prisoners last name, first name, and middle initial are placed on the first line of a name board, and the prisoners social security number is placed on the second line.
It is pretty tough to examine this document and not conclude it is intended for U.S. citizens.
