By my recollection, in this particular case a police spokesman said that these crowds of kids gathered routinely and looked for trouble. Hence, the incident was unremarkable. In the case of the murdered British tourists similar official remarks were made. I.e. "They were just in the wrong place at the wrong time." Whaddaya gonna do?
