Churchill's usual high ranking is mostly due to the Halo-Effect. He was and is considered great by many people because many people consider him great. That had its genesis in the fact that his side won the war so they got to write the post war history books...

If Churchill was anywhere near "great" he would have been enough of a leader to stop 60M of his fellow human beings from killing each other.
