To me, this could easily read as saying kids working their way up through Scouts shouldn't be excluded and he is right about that.
It would be good to get clarification from him, but I think it is a stretch at this point to imply that he wants the Scouts to change their policy about not having homosexual Scout Masters. He clearly says that "I support the right of the Boy Scouts of America to decide what it wants to do on that issue."
He clearly excluded the Boy Scouts from Olympic participation because of their belief. That clear enough for you?
