As someone commented on YouTube thread, it's apparently an automatic process to freeze the display when number of views on otherwise unexceptional clip (ie. not Lady Gaga's latest music video, official Avengers trailer or something similar that'll draw instant crowds) exceeds about 300 so that YouTube can investigate whether views are real or if someone is cheating. If they find no cheating, the number then jumps to the 'real' count and continues updating normally.
The Counter was at 31,409 when I last looked at it.
