If congress controls the federal budget..couldn’t they rein in the WH travel budget. Is it truly unlimited and off the books?

There seems no boundaries or checks and balances. Maybe that's where he gets part of his arrogance. They set a precedent with over the top inauguration and multiple parties.

Other wasteful spending seems prestrategized in bills with large slush funds. (DOE, stimulus)

Same with the state department and USaid, Hillary seems to always be giving money away to other people. It is also in your face..including Muslim outreach.
