Not surprising. While TV crime programs may provide the impression that LA is majority black, it's only 9.6% black. Miami, in contrast, is 19.6% black. And that is why Miami is a crime-ridden city, whereas LA is less so. So why does New York, with its 25.5% black population, have a lower crime rate than either LA or Miami? Because New York City's PD is like a small army of 36,000 personnel - 4.35 cops per 1000 people and 120 cops per square mile of land. LA's numbers are 3.49 per 1000 people and 28 cops per sq mi. In other words, NYC has 4x as many cops per square mile as LA.
