The right was not required in territories that had not been “incorporated” into the United States, as distinguished from territories merely belonging to the United States. “[W]e find no features in the Organic Act of Porto Rico of 1917 from which we can infer the purpose of Congress to incorporate Porto Rico into the United States with the consequences which would follow.”
