Why do I think that if freeways have tolls, it will be means tested?

They’re called transponders and yes, they are already given out by the THOUSANDS in the Northeast, to allow people who are connected (or who worked somewhere near a toll booth) to have free passage.
What do people expect, FAIRNESS???
