I just don't believe that line of thinking. Something is wrong with that scenario and I have no clue what.
I could see 2, maybe 3-4, but not 12 all agreeing to something they knew was wrong.

It’s probably either loyalty or cowardice. Like the “thin blue line,” where cops stick together no matter what? Or it could be that 3-4 were actually involved, but the entire team got sent back for details to be sorted out. The US just wanted them out of there, period. What follows is internal. At a minimum, I’d expect hose involved, any others who knew what was going on, and the top guy to suffer the consequences.
