Somewhere I remember NY OR NYC require the MFG to include a shell case with the gun for the same purpose as the micro stamp would be.

My new HK45 had a spend cartridge in the box when I brought her home.

Many manufacturer's include a spent cartridge case with a new firearm. It is simply to show the weapon has been test fired at the factory before delivery. There is no identifying marking on the firing pin.

I have have lots of firearms that come with a spent shell.
It is to demonstrate that the gun was test fired.
Sometimes the target is provided as well and each are signed by Quality Control.
