Everything you submitted to the SSA was subject to verification a document examiner.
If your children were born in a foreign country, they would have to have a Certificate of Citizenship on file with the U.S. State Department before they were entitled to a SSN. A document examiner is given the access necessary to verify citizenship.
If your children were Permanent Resident Aliens, they would have to provide their Alien Registration Numbers to qualify for an SSN. Any documents submitted to obtain an SSN is verified and coded in the NUMIDENT file with the SSA by a document examiner.

All I submitted was the same application people submit when they live in the States.

I never applied for, saw, or even heard of anything called a Certificate of Citizenship.

As far as I know, that would be a Consular Report of Birth Abroad and a passport, which I got by showing the embassy their Japanese birth certificates and my passport. The applications for SSNs went in at the same times as their applications for passports.

Well, I hope they’re being more careful than it looked like they were being.
