The President appoints the GSA Chief of Staff. I believe it was the GSA IG who started the ball rolling this time, not congress.

Safavian was talking to Abramoff in 2002 about GSA leases. While the GSA never issued such leases, I think that was highly improper. I don't remember what GWB said at the time, but I don't think anyone in the WH wanted him to keep his job.
But Safavian was only one person, and it may be that under Obama or during the Pelosi years, the overall corruption in the agency is worse. I don't know.
