All blacks, or just the ones in poverty? Swimming lessons cost money. I wouldn’t say too much, or everyone else will be picking up the tab for this as well.
I learned to swim from a friend who could. In turn, I helped another to learn. All at a public (cheap) pool.
Most children who are put into water will be swimming in it within an hour. Lessons not required.
Swimming is no more difficult than walking. There is only one catch, don't panic or you die.
When I explained to my children that all they had to do to swim was hold their breath underwater until they could stand up again, they were off like fish. They started in the shallow end and were very soon diving in the deep end.
People are naturally buoyant, if they don't panic, they can swim.
Bull Shite! Shreveport and every other city has FREE swimming lessons at the public pools there’s probably Billion dollar grants for it. Another poster was exactly correct in noting that black parents (?) don’t give a damn enough to see that their kids learn ANYTHING much less swimming. Heck they can’t play basketball or sell crack while swimming, why bother to learn.
They were free in my city,and still are.
There’s always free swimming in rivers. I know there are blacks in the South who live around rivers yet they don’t swim. It’s a jaw dropping moment when we see a black on the water. Happens once every 7-10 years.

And many Black mothers would rather spend theirs on their hairdo and nails. Children are supposed to be taken care of by the school or the government.
They can cost money, but here in Toronto the fees are either waived or drastically reduced for poor families. Also, many of the high schools here have pools and swimming sessions are part of the PE curriculum. Even in elementary school, a couple of times a year we were bused to pools for basic swimming lessons.
Most cities have free swim lessons at their pools. The pools are swarming with black kids. They like to be in the water but a lot don't see a need to swim. You can give the damn white kids a hard time without swimming.
