On reading the article I see that this individual was driving with a child on her lap. As this would inhibit access to the vehicle’s controls by the driver, and permit access to the controls by another, this would IMO necessitate a stop.

The driver’s prior driving record, condition of makeup (fake eyelashes) or other clothing (underwear hat) would not, and the latter two items are not cause for any LEO interference whatsoever.

YMMV.

Interference? No. But what about gales of uproarious laughter? If anything the police should be cited for not posting a video on Youtube!
