You don’t need to use expensive “ultra high performance optimum penetration” for target practice. It is ‘special purpose’ ammo designed for one purpose, i.e., killing people/citizens.

The ammo is basic hollow point, nothing special from what I've read at better sources.
They are purchasing one kind of ammo to be carried and practiced with. It makes sense. I've worked with several police departments and many practice with carry ammo.
Also, the contract is not a guaranteed purchase of 450 million rounds. It's up to 450 million.
Someone did the math 2 1/2 weeks ago when this, now old, story was published and found if they did buy the max amount: it is less than 2,500 rounds per agent over the course of the contract.
That's pretty much practice ammo.
Better set your tin foil to a more worthy target than this.
