A no-no FAA regulatory-wise unless you are DHS and aim to snoop or shoot people.

The photo looks like an Arducopter, an autonomous quad rotor helicopter. The flight path is preprogrammed and it follows GPS waypoints. These will typically lift about a 1/2 to 1 pound payload and the range is limited by the battery, usually 10-20 minutes flying time.
