Actually the expected payout of buying one lottery ticket is $1.20 using the after tax calculation in an earlier post which is greater than the $1 it costs you to buy a ticket. So it would make sense to buy up every possible combination or buy as many tickets as possible.

The problem with this plan is you have no guarantee that one or more other tickets with the winning number will be sold.

I guy did something similar in Mass. not the mega millions, but it worked.
