He did say the 2nd thing, but I think after that he was expressing an opinion about how long it takes the cops to show up when you call them.
Of course, he also could have been swearing in spanish.
What is almost certain is that he didn’t say “c**ns”, because nobody says that, and certainly not an hispanic guy who grew up in Georgetown South surrounded by black people, and attended a middle school and high school that has a significant minority population.
Unfortunately, someone got the 911 tape and “enhanced” it, accentuating the section and making it sound like a racist comment, and now everybody who hears the tape at all remembers that “enhanced” version — which anybody with a decent program on their PC could do to random sounds, btw.
When my family moved to Northern VA years ago, I kept seeing cars with the word ‘Koons’ on the back. Koons and a crown. I was shocked. “King Koons? People drive around with that on the back of their cars?”
It took me a while to realize ‘Koons’ was the name of a dealership. :)
