When I said, "... the owner would be responsible for making sure that his tenant obeys the rules. ", did you think I was talking about something other than the association bylaws?

Of course, the unit owner is not responsible for the criminal conduct of his tenant. He is completely responsible for binding his tenant to the same rules by which he is bound.
