My uneducated guess would be that Obamacare hadn't been enacted yet, and this is just an update to include provisions of Obamacare and other changes in current federal laws.
Seems like this EO would be particularly helpful for such a threat, and yet he is just now getting around to it?
I suppose it could be used against the population, but it would have to be a complete suspension of the US Constitution (I know, when has the Constitution ever stopped a liberal/socialists/democrat?) and I don't think most LEO's or military member would put up with that unless there is a majorly huge disaster. Just my opinion on that.
I had thought about Homeland Security having been developed since the Clinton EO. I hadn’t thought about Obamacare. Since it is about to go to Supreme, maybe this is a way to entrench and give weight to that poorly constructed law. Although Obamacare is about health issues, and this EO is about security issues. I am sure there is something in the massive Obamacare that syncs it with Homeland Security. Something that looked insignificant at the time of passage. (like anyone knew what it even said at the time of passage!!) Thank you for your insight.
