Every county can handle it differently on how the delegates are selected.

In our county, we had four slates of delegates presented. The top vote-getter of the four slates is going to the district and state conventions, and that slate has six Romney supporters, five Santorum supporters, and three undeclared (of whom at least two are likely Santorum supporters). The Ron Paul supporters walked out when they had no delegates selected on the winning slate; Gingrich also had no delegates selected.

Thanks so much. Who gets to vote for delegates? Is it open to the public? or is it the party & how do they decide who they want to vote for?
