I would have characterized it as a disconnect between mouth and brain rather than lack of the later.
While this story certain has its considerable humor there is a terribly sad part as well. First, there are a large number of voters who believe it. Second, our leaders, as a group, are cosmically pathetic in their considerable lack of ability. In an adult world these guys would never be taken seriously and even exposed for what they are. In fact they’d not be given such a broad forum to air their shallow thoughts. We seem to be in an Age of Stupid where adults are no longer welcome.
