Can Congressional budgets pass without Senate nor Executive approval?
Congressional budgets pass with Senate approval, thus the name “Congressional”. The Budget is then used as a framework for the specific appropriations bills which the President must sign into law. Of course he could veto these bills - and have that veto be the easiest veto over-ride vote in the history of the US Congress. The President even submits a “budget” to Congress.
