All the nations of the ME are incapable of governing themselves(save Israel). It has been proven time and again. The failures stretch back many centuries. They fare better when ruled by a benevolent empire.

Jam their communications non-stop. Disconnect their fiber links to the net. Destroy their bridges and major roadways.
