A lot of times these naked power grabs, and they are power grabs, are done at the request of donors. Look at SOPA/PIPA. Lamar Smith wasn't doing that because he thought it was a good idea, he was doing it because he had been bought and paid for by Hollywood.
In this instance, I'm seeing too many people benefitting who could be from either side - either contractors who could make a lot of money down the road, or from those who want more power for the federal government. McCain's staff plays it off as a benign voluntary measure, but we all know how that goes. Once the camel has his nose in the tent, it's over.

Looking at some of his initiatives, they seem to be advancing a globalist agenda. He had an unpopular bill awhile back to control Supplements (UN agenda). He ran for reelection claiming he would secure the border, yet is more concerned with the middle east and NATO.
