Proposing and implementing a solution is no different in principle than the system that is already in place. Neither will work and unless they are willing to defer to a common culture, which they are not, then nothing is ever going to change. Diversity doesn’t strengthen a population, it divides. That was the point of Babel. I’m to the point now where I don’t really care what culture dominates America. Just pick one and be done with it...

What I'm proposing is this: that the middle class STOPS making it feasible for the underclass to behave irresponsibly. I'm addressing the middle class, and the need for a change to ITS culture of tolerating bad behavior from the underclass.

I'm not asking for the underclass's willing acceptance of change. I don't care if they like it or not.

I am a little slow this morning, don’t disagree with the first sentence but having a hard time linking it to Babel......... please explain.

No, that was not the point of Babel, the point of Babel was that men decided they would ignore God’s command to fill the whole earth. Instead, they decided to populate in one place and remain together, building a tower that would reach up to heaven.
