Sure there is, repeal all the taxes associated with fuel production/transport. (Might not be a lot, but it would make a dent.)

Just as good an idea would be to cut the federal and state excise taxes in half. That would cut prices by 9 + 15 cents in my state, more in CA, less in most others, but still a lot.

Of course, all the purposes to which those taxes are being diverted would have to be cut.

Darn.
