The current bigoted anti-Israel boycotts, are NOT related to any "policies." It began many years before Israel was re-established, in 1922. It was pushed mainly by the infamous Mufti Haj amin al-Husseini, who allied himself with Hitler later on.
A call went out in 1922 from the Fifth Arab Congress, meeting in Nablus, for all Arabs to boycott Jewish businesses; seven years later, the First Palestine Arab Women's Congress asked "every Arab to buy nothing from the Jews but land, and to sell them everything but land."Terence Prittie, Walter Henry Nelson, Terence Prittie, The economic war against the Jews (Secker & Warburg, 1978, 269 pp.) p. 9
Other, similar calls went out in 1931 and 1933, and in 1936 a boycott of all Jewish products was proclaimed by Haj Amin al-Husseini, the Grand Mufti and spiritual leader of all Moslems. This was the forerunner of today's Arab Trade Boycott.

The Arabs had long boycotted such Western products as soap and toilet paper.

There is an unfortunate tendency, where the Arab-Israeli dispute is concerned, to consign its different facets to compartments, each of them supposedly totally detached from all others. Thus the press of the outside world, listening with less than half an ear to anti-Israeli propaganda, has been ready to accept that “anti-Zionism” has really nothing to do with antisemitism. Anti-Zionism, one is then told by Arab propaganists, is not even a rejection of the State of Israel; it is a rejection of its “imperialist,” “expansionist,”.. connotation. And so it has nothing to do with antisemitism, which has to be a European invention and a European disgrace. One is even informed, absurdly, that Arabs could not possibly be antisemitic — because they, too, are “Semites”!
Any child knows there has never been an antisemitic campaign against the Arabs. In the same way Arabs, and their friends, will explain that the economic war waged against Israel, the Jewish state, has nothing to do with anti-Jewish sentiments. Yet this economic war takes the form of an Arab trade boycott, directed with malice and muddlement, against Israel’s trade with the outside world and involving the affairs of countries that have no part whatever in the Arab-Israeli dispute. The form of this boycott is not a guarded mystery; it is directed against Israel and its people, against Jews and anybody else in the outside world who support Israel in any way or who merely trade with Israel, against Jews simply because they are Jews, who in turn can conveniently be labeled as enemies.
Are this boycott and this economic war against Israel, then, not anti- Jewish? The question deserves investigation. The first relevant reflection is that both boycott and all-out economic war started long before the State of Israel came into being, during the period of the British Mandate in Palestine. The operative call for the boycott of all Jewish businesses in Palestine came in 1922 from the Fifth Arab Congress, meeting in Nablus. economic and trade boycott of Jews were made in 1931 and 1933, and in 1936 they were given the seal of the Islamic faith — Haj Amin al- Husseini, the Grand Mufti and religious leader of all Palestinian Arabs, proclaimed a total and permanent boycott of all Jewish goods and all Jewish shops and other places at work.
Some day there may be a historical study in depth of the links between what the Mufti was doing in Palestine and what Hitler was doing in Germany at the same time. The Nazi boycott of German Jewry began on April 1, 1933.
What the Arabs had tried to do in the 1920s was emulated by the Nazis in the 1930s; and what the Nazis did then, and later, served as a model for the full-scale Arab trade boycott of Israel, which was launched the very moment that Israeli statehood was proclaimed in May 1948. By then, total economic war against the Jews of Palestine was already three years old; on December 2, 1945, the Council of the Arab League announced that “Jewish products and manufactured goods shall be considered undesirable to Arab countries.” All Arabs were instructed not to deal in “Zionist” produce. The words Jewish and Zionist were, in effect, interchangeable. They have been ever since.
There is nothing odd about this. By 1948 it was quite plain to those who framed Arab policies and directed Arab actions that a great majority of Jews supported the creation of the State of Israel. To suggest that this “Zionist state” was supported only by a minority of cranks and fanatics was nonsensical. It therefore should have been equally plain that anti-Zionism’s sole special trademark was its denial of the right of Jews to have a state of their own — even though the Jews had been carefully creating the sinews of a state for at least half a century. Again, there is nothing surprising about this Arab brand of anti-Zionism; for thirteen centuries the Jews who lived in the Arab world had been categorized as dhimmis, the “protected ones,” second-class citizens who had been periodically demeaned, discriminated against, or even violently persecuted. The Arabs continue to maintain that economics have nothing to do with politics, and that Arab economic measures against Israel have nothing to do with racism. One can readily admit that there are Arabs in positions of power who believe this most sincerely. Perhaps, then, the basic document of the Arab Trade Boycott deserves examination in order to dispel their illusions. This basic document was drawn up in Damascus. On its first page it lays down that boycott action should be taken against “natural persons having Zionist sympathies.” A blanket- phrase such as “Zionist sympathies” can be held to cover anyone who accepts the State of Israel. Boycott action is also extended to institutions or companies that are “pro-Zionist”; again, this can be interpreted as including any company that trades with Israel or any institution with relations with Israel.
There is a special provision prohibiting any Jew who has left his or her home in an Arab state from residing in another Arab state, or even from entering it. Companies in which more than 50 percent of the capital is in the hands of “pro-Zionists” are automatically to be blacklisted. Ever and again the phrase “pro-Zionist” occurs, but it is left to boycott offices to determine who comes under this heading. It can at once be seen that the Central Boycott Office in Damascus was careful not to use the word Jew in any context that might imply antisemitic bias. But the individual boycott offices in the countries of the Arab League, and the governments of those countries, have made it perfectly plain that pro-Zionist is no more than a euphemism for Jew. Thus only last year the Syrian Ministry of Defense demanded that “suspected persons, particularly Jews” should be debarred from participation in a proposed contract with the Sybron Corporation of Rochester in the state of New York.

Economic warfare is an essential component of total war; anti-Semitism is the ideological concomitant of the Arabs' total war against the Jewish state. Anti-Semitism imbues this economic war with hatreds which have historic roots within the Arab world; it is an endemic feature of the boycott, despite the Arab claim that they have a quarrel only with "Zionists," not with Jews.
